霜降=shimo-furi or 湯引き=Yubiki (immerse)
I dont use paper cloth towel, it' holds temp too long, also ice water makes meat watery so I use very little boiling water to cook out side of it then leave it to room temp

By the way can I ask you how do you say 霜降 in Japanese? I know it has to do with covering the fish with paper cloth towel, pour boiling water over, then immerse in ice. Yuderu?
